How many IP addresses does an ISP have on average?
Usually dynamic IP addresses are provided by providers? So, maybe there is a possibility that when I reconnect to the network (change IP), my old IP will go to someone else? And if so, how likely is it? (average)

Each organization of this type has its own rules for renting an IP by time. You need to check with the provider. If you want to keep the IP address longer, do not turn off the equipment. This will give you some time))
Go to the link from your computer bgp.he.net
Click on your provider's AS below, select Prefixes v4 and find out which networks are assigned to a particular autonomous system of your provider. The probability of getting a new address when reconnecting depends on the rules for issuing the pool from the provider, but with a high probability the address will be new every time. Almost all providers have a paid service for renting a static IP, it costs sane money, you can just order it and not be afraid that it will change.
