How many cores do you need?

Will 2 cores (4 threads) be enough for web development (frontend)? I use Photoshop, CSS, HTML, WordPress. The processor in the laptop Intel Core i3-1115G4 (3 GHz - 4.1 GHz)

In modern realities, it is not so much the number of cores that is important, but the size of the l3 cache of the processor , the presence (more precisely, the absence of a graphics core), the technical process, and only because of the frequency and number of cores.
The fact is that all the cores will not work 100% (exception if the chip by design contains more cores than provided to you), since neither heat dissipation nor power consumption will give this, the percentage goes into throttling, which means these criteria are no longer so important.
ps do not take processors, with l3 cache below 16mb (your CPU is 6mb)
you can take laptops and mobile hardware only as a last resort, when you need mobility without options, but if you plan to put the laptop on the table and never remove it from there (carrying it to the toilet to see the video is not an argument, other devices are needed for this), then this a bad choice, because you have to pay for mobility and compactness, and pay a lot, which means that the performance / price ratio for laptops is the worst compared to a hospital

for your tasks, you need to look at a sufficient amount of RAM and an ssd disk, the processor is completely sidelined here, and it will affect the speed of compilation / assembly / passing tests, but this is a matter of comfort and emotional reaction, and the moments when it will be critical are rare.
