How long does it take to deploy a GPO distribution?

KD WIN2019, customers - WIN10.
The problem is this: I made a policy for deploying an MSI package, a policy for a group through a security filter. The first clients added to the group quietly and fairly quickly deployed the package on the machines. The second batch of added ones has not deployed for the second day, although in gpresult on the client it says that the policy has been applied, in the GPMC results it also says that everything worked.
Between the first and second batch of clients, no changes were made to the policy by the
CD and the client PCs were rebooted.
What could be the problem?

The latter are marked as "do not need to be installed". Recreate the replacement policy.
