How long can videos be added to a video on a YouTube channel if they are not copyrighted??

I didn’t find it anywhere, but some write about 9 seconds or 30 seconds.
The question itself: I want to make a video review (for example, from a movie or take part of a video from another channel, or an author's video from the news) and comment on it. What is the maximum time you can use from someone else's AUTHOR'S video from your comments and music, so that there is no warning or monetization is turned off?
If you know for sure and there is a desire to write in more detail (throw off a link with a detailed review), then I ask for more text.

When presented, the copyright holder can upload a video/audio/photo of any size - it doesn't matter, a few seconds, even processed ones, are enough. The question is how will you process these requests. If you have a reasonable use, the strike will be removed. Although they can leave the video without monetization.
If you are doing news, reviews or training, then you can use copyrighted content to the extent of justified citation. This is according to the law of the Russian Federation. Actually, we were constantly unsubscribing to YouTube on the TV series review channel.
As a result of complaints, you can go into three states:
- Content will be partially blocked
- Content will be fully justified
- Content will not be limited, but monetization will be prohibited.
In the case of filing complaints - the 3rd option is the most frequent. But YouTube ads don't make that much money. Therefore, integrated advertising will still work. And we did not notice any impact on views. Here is a screenshot with all three videos.
