How "kosher" is it to build an application on one activity with fragments?
Transitions between activities in the application are not glued in any way, if only the content changed, it would look much better. But how acceptable is this option if one activity only organizes the logic for displaying fragments and their interaction, and the fragments do everything else?

Yes, this is a good approach. Look at Google I/O about fragments, they promote it there. And it's much more convenient.
