How is viewing pdf files (interested in c #, but I think the algorithm is the same)?

I downloaded the first component for viewing pdf files (c#, for me for desktop), I wondered how the viewing takes place? Pdf is converted to some preliminary format or what? Share sources where you can read.
And which viewer is better to use (vs offers a huge selection)?
