How is the speed in games?

I can control the speed of the draw rate with a constant length of the displacement vector, but then the maximum speed will be limited. And if we change the speed by playing with the length of the displacement vector, then at high speeds we can miss a collision with another object. How to be?

Unfortunately, I can’t find the article now, but it showed that the calculation of the game mechanics themselves and the rendering of frames are two parallel processes.
