How is the speed determined for a range of addresses in IP QoS?

That is, for example, I set the range 192.168.0.100 - 192.168.0.110 and the bandwidth is 5000 Kbps.
Will it be allocated 5000kbps to each computer in the range or is it the total speed for all?
