How is the server part organized by hosting providers?

Good day. Share your experience, how is the development of the server part organized by hosting providers? What is it written on and what tools are used for this? Under the development of the server part, I mean the allocation of server capacities for clients who have ordered certain services (shared hosting, VDS / VPS, etc.). Is it done manually by maintenance personnel or is everything automated?

Someone like.
There is a simple method that has been proven over the years (although this method will not be available soon, unfortunately) - take ISP manager + ISP BillManager + VMmanager. All of it is automated there by itself, knitted and services are automatically turned on after payment.
True, the fifth version of this whole canoe is so-so, and the fourth will no longer be supported.
And so - on what the developer is in the state, they write on that. I met with the .NET stuffing, php, pythonic, ruby. I saw a hosting provider where services are provided manually, I saw full automation.
