How is the order fulfilled?

I'm studying front-end now, now I'm sitting on HTML and CSS, but that's not the point. I'm interested in how orders are carried out freelancers front-end'ivschiki, that is, how does it all happen?
Does the customer provide the freelancer with a ready-made layout of the site, and he starts writing it into code? Or does the front-end person make the layout of the site himself and write it himself?

It's not always the same. Depends on what kind of work you are willing to take on.

Design is drawn by designers, layout is done by layout designers.
There are very few front-end orders on freelance (js, react, that's all) and a lot of layout layouts and stretching them on some kind of wordpress.
Don't freelance, don't ruin your career. No money, stupid tasks, no development. Look for a good place in the state.

What do you mean by front it's called layout. The customer gives psd you make up on this.
