I'm not a web programmer, but this can be done with DirectX. A grid of triangles (mesh) is visible, a texture is stretched over it. I've seen two approaches: the first is wave propagation (Frank Luna's book DirectX) and linking knots with springs (Jim Adams, DirectX: Advanced Animation).
