How is the customer application published?

Interested in how freelancers publish applications? Do they do it on their own behalf or does it fall on the shoulders of the customer and the freelancer just hands over the code, how does that happen?

I have been freelancing for about 3 months and I will say that it is convenient for anyone. Sometimes the customer asks to put the application on his account, sometimes on his. In any case, an Android freelancer will really need a Google Play Console account.
