In connection with the clarification:
4 - 100%
x - 35%
we get x \u003d 4 * 35 / 100 \u003d 1.4
? = 11 + 1.4 = 12.4
In general terms:
? = 11 + (4 * 35) / 100 = 12.4

I really don’t know what to say ... but what is fashionable to do in schools now?

You either have a typo in the condition of the problem, or it doesn’t happen and there are no solutions

@veontomo

From the point of view of mathematics, this equation has no solutions, because x must simultaneously be equal to 15*11/100 = 1.65 and 11*11 = 121, which is impossible.

100/15 ≠ 1/11
