How is Google keyword comparison done?
Good day. Recently I had to start figuring out how to optimize the site and came across a question that I can’t find an exact answer to yet: if I have the key phrase “restored summer tires R15 205/65” written in the keywords parameter of the page, then this phrase will work, then does it bring me up in a search if a person types in "retreaded tires R15 205/65", "tires R15", "summer tires R15 205/65" or "tires R15 205/65"? Or does it need an exact input match, i.e. a person must enter "retreaded summer tires R15 205/65"?
And are there any tools to determine if there is no spam in the key list?

By keywords did you mean this? If yes, then forget it, it is no longer particularly supported, and even harms.
And about the rest:
The closer the desired key is at the beginning of the phrase, the better the site on which it will be
