How is development usually organized on a test server and production?

Hello.
The question is, how is the test server and production usually organized? let's say there is a site example.ru on a dedicated server with IP 8.8.8.8, this is our production. How should the test server be organized? Do you need to install a copy of the site with the same example.ru domain on a different IP, say 9.9.9.9, and locally rewrite the example.ru domain from IP 8.8.8.8 to 9.9.9.9 in the hosts file? Everything is tested, then it is rewritten in hosts back to 8.8.8.8 and changes are loaded? How is this usually done?
