How is development going?

Explain to a beginner, I'm learning CSS now
. I notice that it will be convenient for me to make a set of CSS files of my own, in which certain rules are set in advance and then call them through an attribute
. For example:
class="center font18px bold"
or has this been done a long time ago and is called a framework?

The logic itself is yes, like css frameworks like bootstrap.
In general, multiple classes on the same element is semantically incorrect.
