How is an IPSec certificate authenticated?

Is there a call to the CA that issued the certificate (and/or requests to the root server)? Is it possible to establish a trust relationship if it is unavailable (2 nodes are in an isolated network and have a certificate issued by one CA, with which there is no connection)?
