How is a self-written site managed?

I am tormented by the question of how people manage the site (publish articles, edit pages, etc.), which was made without cms.
That is, the studio makes some kind of website, hands it over to the customer, and he works with it without knowledge of technology?
Is there any one technology of the admin panel, or do they do everything in their own way, in different ways?
I apologize for a possibly stupid question, I'm just taking the first steps

Write an admin. A "self-written" site may already be based on some CMS. Some studios use the same structures in their work and this gives a great incentive to write their own CMS for further hanging on it the necessary muzzle and functionality.
