It swings, deploys - and the utility downloads another 100 gigs that way. It is assembled for the first time for several hours with 16 GB of RAM and 16 cores (well, there are no cores 16 is required, but VPS have weak ones, so set 16).
Gets out a few (many) bugs during assembly. When everything is solved and everything works, you can start customizing.
No one in their right mind creates them from scratch.
