How in AD to allow users to change the password at any time?

When you enable password change on behalf of the user, the system gives an error during the change process: Unable to change password. The entered password does not provide requirements for ..... So with any password. At the same time, the user does not have a checkbox "prohibit users from changing passwords" But when it comes time to change the password or when you manually set it to change at the next login, everything changes normally.

By default, password policies in AD are located in the "Domain Default Policy" GPO.
