How good (bad) is the build, and what is the best monitor/video card?

Take the option with the most powerful video card, and then select a monitor according to the remaining budget, since replacing a video card will be much more problematic than a monitor that does not suit something.

I would not recommend a 4K monitor, especially if you also work on it. The eyes will get tired a lot, and there will be inevitable blurring when switching to a lower resolution.
Hand assembly is "Good" for about 30% money savings.
Video card - I bought an integrated AMD Vega 11 processor. All games are played and the price is extremely democratic. I think until the "miners" do not calm down Video cards will be expensive. You can take a BU, but this is an amateur decision.
