Если надеешься на большое посещение и хранение фото\видео то расходы будут просто космическими.
Сам проект для реализации не так сложен.

При грамотном ТЗ затраты примерно следующие:
Приложение под 2 основные платформы в зависимости от функционала от 1 до 5 тыс дол.
Сайт оценить стоимость без ТЗ не возможно, но для стартапа сойдет в рамках 3 - 5 тыс дол.
Но это все копейки, на фоне реальных расходов по запуску стартапа.
Так что, Вы ставите вопрос второстепенный.
Грамотное ТЗ с описанием на уровне модулей, если Вы сами не специалист, обойдется Вам тысяч в 10 дол.
Тестирование, реклама, маркетинг, легитимизация и т.д. без подробного анализа идеи вообще оценке не поддается.
Найти инвестора без четкого описания самой идеи и хотя бы финансового плана (а лучше БП) - практически не реально.
