You need to understand that just taking x money and investing in promotion is clearly not enough.
You need to be able to promote and have the right channels for this.
If I have 10 games with a million downloads, I will make another one and promote it in the previous 10 and immediately get more views and installs than someone who has invested a lot of money.
Therefore, those who have already rolled in - it is easier for them. But something can always go wrong.
