How does youtube count the number of views?

We are considering a mechanism for counting views in one of our projects. In this regard, the question is: how do Youtube, vimeo, etc. count the number of views? For example, can the same user, having watched a video more than once, increase the total number of views of the video by more than +1? (And if so, what are the restrictions?)

“View counts every time a user plays a video on YouTube. We do not detail these results in order to avoid an artificial increase in the number of views.

Now I opened the video I just uploaded and after the third second of viewing (the length of the video is more than 4 minutes) I pressed F5 in the browser. Repeated 10 times. Result: 10 views. I'm logged in with the same account I signed up with. In general, not everything is so obvious to them.

Personally, I have an option with dividing the video into several control points and tapping the fact of viewing each point to the server. Then, on the server, increment the counter of views, for example, when viewing 60% of the points.
Although I know cases when pressing the Play button is considered viewing.

Video, considers more than X% by giving the video file to the user (the percentage varies depending on the collected statistics, and also takes into account what part of the video is watched).
Those. if the video is long, and the links go to a specific moment and it is interesting for only one minute, then after a while the coefficients “normalize” and viewing only this moment (one minute out of an hour) will be considered as a view (more than XX% of the share of this fragment).

I guess the number of views depends on each new unique visitor. It doesn't matter if the new visitor clicked the "play" button. In addition to the IP address, the system also takes into account such parameters as: browser, screen resolution and hardware. If Yandex has the ability to conclude that the same visitor is viewing this video, then Google even more so. And the fact that the number of views allegedly increases when the page is refreshed in the browser (using the F5 key), it only seems so :) In fact, this means that unique visitors are currently viewing your video.
