How does Yandex trim the title?

How does Yandex determine when to trim the title in its snippet? Some sites have 70 characters there, others have 40, where does this discrepancy come from and why is the range so large?

Yandex wants to show a title corresponding to the user's request. If your header contains a request at the very beginning, then what's the point of showing the entire header? Here they are showing 40 characters.
For example, a request to buy a car.
The heading "Buy a car in Moscow inexpensively, we have everything for everyone," Yandex will show only the first part.
The heading "Buy cheap in Moscow a new car at a discount", Yandex will show the entire heading.
