I welcome everyone. It is required to limit traffic (outgoing and incoming) to 10 MB/s. Moreover, both bands must be added, for example: incoming traffic 3 MB, outgoing 7 MB / s, it is impossible that there be more than 10 MB in the total value (addition).

At the moment I'm using it.
sudo wondershaper eth0 4980 4980

But there is a minus that the value is static, that is, a freer band cannot use free MB / s.

Maybe someone knows the solution, you can even use other software.

In general, there is no option to fold the input and ref in my opinion. Because these are different "streams" and do not depend on each other
