If, when creating an outgoing webhook, I can choose from the list which data is sent in which case and where, then in the BP flowchart element called "Webhook" I do not see any webhook settings.

The "Handler" field contains the url of the hook with GET parameters. Bitrix sends a request to the handler with your GET parameters + a set of service POST parameters.
