It is logical to assume that, all other things being equal, the page formed according to the second option will rank better than the page from the first option for the first three months, because it contains more useful information. Logically.
Logic also suggests that after three months after adding additional materials to the first page, it should, in theory, rank in the same way as the second after all indexations and ratings by the search engine (it will catch up with the second page in quality).
Essence of the question
If we discard all conventions and compare the first and second options, then will it not turn out that the PS during the initial indexing and evaluation of these two pages will give the page created according to the second option an initially higher score. Those. evaluating two such pages, the search engine, for example, will give page number 1 a score of 80% quality, and the second - 100%. And then even when the first page is finalized to the quality of the second page, the rating of the second page will still not rise to the rating of the second. And in the end, after all the revisions and ratings, the first page will have a rating == 99%, and the second one == 100%.

In general, you have a very fuzzy logic, you should take into account the fact that after adding pictures, the ranking may fall, for example, they broke the content with pictures (or threw it out without being unique), lazy people did not scroll down and behavioral factors fell, as a result - ranking. In general, any "useful" action can negatively affect your page's PS score.
Without conditions, you should not consider options. Too many factors add up to a page score.
