For many components, you can specify the CACHE_TYPE parameter, but nowhere in the core files - neither in the component, nor in the infoblock module, nor in the caching module, did I find this parameter, especially that it would affect something.

Where is the caching logic implemented depending on the value of this Y or A parameter?

'A' - automatically, i.e. taken from the settings of the main module. There it is enabled - it is used, it is disabled there - it is not used.
'Y' - cache is always used
