How does the backbone live and develop?
We settled on choosing backbone + require.js to create a service, because either cross-browser (clients will also be state institutions with XP and IE8), unlike angular, etc., allows you to create a structured architecture. As this library lives and develops now, I would not want development to stop soon and the community was confused.

Nothing much to add, you can clearly see how it lives and how it develops. You can extrapolate the dynamics and determine if it fits your understanding of "stopping development soon."
