How does Telegram search for servers?

Roskomnadzor is trying to block Telegram by closing entire subnets. Why this is so is sort of clear, there are a lot of cloud providers, even more servers, deploying new ones is as easy as shelling pears. What is not clear is how Telegram clients find out the addresses of available servers?
