How does root affect api in android?

I can’t fully understand what opportunities open up when creating an application if you turn on root.
For example, I was looking for information on how to programmatically enable "flight mode", and everywhere it is written that they say that it is impossible to enable it programmatically. But at the same time, I found articles where it says a hundred you can turn on the flight mode using root, but do not say how. So my question is, how do they do it? Do they get access to new functions in the API (or just the old ones start working without giving access errors), or do they just access some file that root has?
