How does open domain registration work?

If pre-registration applications for certain domains are open and it is said that open registration will begin later.
Tell me, please, how will the distribution of domains take place in the end? What does this process look like? How will the domain be divided if it was pre-ordered, for example, by a thousand people?

Pre-order - collection of applications for domain registration in advance. You pay for the registration of the domain, it is marked as occupied by the registrar, but it is not published. The domain does not work, whois does not give information, it does not exist in DNS. After the start of open registration, all pre-ordered domains are published in the DNS.
If the domain is pre-ordered by you, then no one else can order it.
In general - a purely marketing ploy, allows the registrar to collect more money;)
