How does goto definition work in Sublime Text 3?

I don't know if this is a bug or a feature, but Sublime Text only looks for classes/functions in open files. If so, then why do we need such a stripped-down functionality?
p/s I use SublimeCodeIntel myself .

Goto definition works between files that are in an open Project.
It is assumed that, as in the IDE, you work with the entire folder of the desired project.

Because Sublime is still a simple text editor, and it is very far from being an IDE
and they are trying to bring it closer to the capabilities of an IDE, so there is such an average functionality
