How does Google understand that the session is still on my computer? Can I reset it?

Is there any way to drop this:

You can't sign in yet because too many sign-in attempts have been made.
Try signing in from a different device or try again later.

I did not receive SMS to my phone for confirmation, I want to try another number from the same computer to go.
Where is this data stored and what can be done to try again?

Fingerprinting allows you to determine the device with a very high accuracy, you can try to turn off the video card, although your PC will be able to calculate by other signs. Plus, because you are trying to log into your Google account with a chromium browser, then he knows everything about your PC without the above

You can disable all current sessions, but in this case you must be logged in
