How does FAPI.UI.showInvite work?

Good afternoon!
I can't understand what is the problem with FAPI.UI.showInvite.
The documentation says the following

Displays a user prompt dialog.
Unlike showNotification, it does not allow invitations to be sent to users who are already using the application.

In the modal that appears, it shows that all friends have an application (although they were removed for the test).
The application is not yet approved, but "friends" have been added to the testers.
Tell me where I'm wrong.
