How does Benford's law for the second digit apply?

I came across such an article , where it is written which tests are used in practice. What about the second digit? Does it also obey Benford's law? If so, what about 0? What is its reference value?

The distribution of the second digit is uneven, but hardly noticeable in practice. For example, for zero will be.
p 0 = (lg 11 - lg 10) + (lg 21 - lg 20) + ... + (lg 91 - lg 90)
