How do you know if design is good or bad?

How to evaluate design without prejudice? Maybe there are sites where you can place the layout and get an objective assessment?
A question regarding the color scheme and overall aesthetics. There is no talk about the convenience of the interface.

You can try in the thematic groups of social networks and on the thematic sites behance, revision, etc., they are easily googled (dribbble is not very convenient for demonstrating sites). But the efficiency will be low. The work can be commented on by both good specialists and mediocrity, whose advice can only do harm. Plus, there is a high chance of getting meaningless comments like “Cool!”, “Good work” from those who like to draw attention to their profile for the sake of likes. There are similar rated threads on the demiart forum and at least there are no likedrochers in such numbers as on dribbble or behance. Try to google and select a resource based on user activity.
But it's best to work with a good art director (in an office, freelance, or in person). There will be much more sense. Plus, look at the work of others (the more different sources there are, the better and more objective the understanding will be), read specialized books and online resources. Here, on the toaster, questions were asked many times about both.
BUT! It is impossible to evaluate a site without taking into account the interface and usability. The site is a tool for user interaction and external beauty is important as well as the convenience of information perception and navigation. And for e-commerce sites, a lack of conversion due to a beautiful but misplaced button can be deadly. But that's another story =)

Oh, you didn't start the design from that. This is not a beautiful picture, but a thing that people will use. I'm not talking about the unfortunate one who will code it.
