How do you allocate internal services in a domain?

In the project, we try to allocate domain packages. There are services that other packages can work with, but there are only internal services (a private implementation of chips is hidden there).
How do you isolate (prevent other programmers from using services outside the package) the package's internal services?
Move to subdirectories, write phpDoc? Are there established traditions in this regard?
