How do wi-fi distributors work?

I wanted to write my own program that will distribute wi-fi, but I ran into a problem, I don’t know anything about this area, that is, how distributors work and what is their algorithm of work and for development, besides the socket method, is there anything else for work with the network, experienced professionals please help.
