How do they design for applications now?

I would like to ask designers and layout designers how it is now customary to create a design?
What do you often have to create or typeset design?
So that the question does not seem so strange, in my defense I will say that I am new to web development and I have never had to deal with html + css layout, but I have always been very drawn to it.
I also always laughed when layout designers called themselves programmers, but today, having finished watching a series of lessons, I realized that I want to apologize to everyone, since I have never seen css more complicated and incomprehensible in my life.
And with a deep breath, I decided to train, but I realized that I did not know where to start. That's why I decided to ask what is fashionable now and how often do you do "IT"?

Here I am just one of those who is a designer who knows how to layout well and adapt scripts a little.
I can’t stand showing static sketches-pictures with bows to the customer, and then showing on my fingers how it will work, so I usually make html-prototypes that imitate the work, most often this is a picture with divs superimposed on top, an absolute of all sorts of selects, spoilers, menus with links to other pages, etc. The customer likes to poke at such elements, but I don’t feel sorry for him - let him play.
Since, with this approach, triple work in Photoshop categorically does not suit me, I draw pictures in vector, most often in Corel + Inscape, because the Chandelier for the web is sharpened worse.

drawing a design and typing it are different concepts and usually different people are engaged in this business, for example, I am a complete zero in drawing a design, but typing a drawn design is not a problem.

usually verstuns - work with a ready-made layout that the designer makes. Verstuns themselves - usually do not design.
designer - defines functional needs. draws a sketch of a prototype on a piece of paper. then sit down at photoshop / illustrator and fashionably "rushed")

I'm trying my hand at mobile app development. Today I assembled the design in Photoshop, preliminarily thought out the structure in detail and in detail. At first I worked with a notebook and a pen. I drew each page, thought out gestures and structure. Then I just took it and drew it in paint, a kind of rough version, well, just a rough one :) I immediately decided on color combinations. Well, then I already made up the final version of the design in Photoshop.
