How do sales managers call their customers?

Good afternoon, We are
opening a small sales department. It is necessary to make more than 200 calls per day to the numbers of interested customers. Mobile communication was immediately rejected due to high cost and small functions. Please answer a few questions:
1) Are there purely virtual means to solve this problem? The ideal option for us is to make calls through a computer anywhere. At the same time, I would like to have all the main advantages of IP telephony such as call recording.
2) How much will the budget version of IP-Telephony cost and how difficult is self-configuration?
3) Perhaps there are other means of organizing a budget telephone exchange?
Thanks for answers. I'm looking for a very simple and budget option.

@simplemind

1) "Virtual PBX/Virtual PBX" service.
2) Ready assembly Web-GUI + Asterisk FreePBX-Distro is quite capable for self-configuration. BUT the main problem is not in setting up all this economy, but in finding a normal provider of VoIP termination
Criteria: price, quality, CID forwarding, price stability over time, support 24x7
3) No. Either yours or someone else's.
