How do I transfer ownership of a business page created to an account that is locked to another account?

Registered a Facebook account. They created a business page for it. The account was blocked, the business page works and is available (a couple of administrators managed to add to it).
A possible reason for blocking an account is that its owner already has another account under a different surname (which is registered under a pseudonym). The blocked account is issued on a real surname.
What to do ? Ask Facebook to unblock an account registered with a real name (but then they can block a second account) or ask them to transfer property from a blocked account to an unblocked one, and how?
