How do I tell Google that the content it blocked under the DMCA has been removed from my site?

Periodically, Google Webmaster Tools will receive messages with the subject "Notice of removal of material under the Digital Millennium Copyright Act (DMCA) from Google Search".
In addition to the standard legal blabla, it says the following:

To submit a request to restore the URL of a resource that still contains allegedly infringing material, please complete the counter notification form:
https://support.google.com/legal/contact/lr_counte...
If you have removed the allegedly infringing content copyright, fill out the following form:
https://support.google.com/legal/contact/lr_conten...

I obediently delete the content, but clicking on the second link takes me to another page ( https://support.google.com/legal/troubleshooter/11... where is the form for reporting illegal content (that is, the "complain" form, and not "start making excuses"). I tried to log in from different computers, browsers, went to Holland via vpn (then the form is shown in Dutch), even tried a computer that was not connected with me in any way. At the same time, it enters the correct form from the server via lynx (But it's all in Dutch, again, and nothing is clear.)
How do I get to the correct form for reporting that content has been removed?

Hello. All the DMCA links are here, including the one users are looking for.
I recommend anyone who receives notifications to go to legal content, because Google continues to downvote sites with a large number of searches.
