How do I stop responding to mailing lists?

Good afternoon.
Situation:
- Microsoft Exchange Server 2019;
- mailing list, including all employees of the company;
- users who consider it normal to click on the "Reply to all" button on a message from the mailing list.

Need:
Prevent users from broadcasting mailing list responses.
I can't restrict users from making mailing lists, because the need appears periodically among a fairly wide range of people, but mailing lists do not provide a general answer.

Please help me find a solution or at least a direction.

1) make a dynamic group that includes ALL EMPLOYEES
2) allow sending to ALL EMPLOYEES only to the necessary users, prohibit all others.
Then with "ANSWER ALL" the letter will reach only the one who sent it, and there will be a chipper on the ALL EMPLOYEES group

In SMTP, you can send a reply address, just put a non-existent one and your problem is solved
