How do I set myself administrator rights in Skype?

In general, the question is this. How to give yourself (not an administrator) the rights to administer a conversation in Skype? Its creator left it, but one of its users got the rights to administer this conversation. How did he do it? As far as I know, there are no such chat commands. Or is there?

To himself, no way.
Skype selects the next chat administrator automatically based on some of its algorithm (you can probably even find on the Internet which one).
