How do I prevent new apps from raising the volume?

Removed the flash plugin: various services continued to work normally, but there was a problem. When you start playback, the volume jumps, and the music yells. I myself assume that the problem exists due to the dependence of the volume of the master channel on the playback streams: if the playback stream is higher than the level of the master channel, then the master channel rises to the level of the loudest stream. Is there any way to turn this off?
