How do I permanently remove certain sites from Google search results for any of my search queries?

For example, I don’t want any relevant, in his opinion, to be offered options in the search results with the site Answers Mail.Ru, Vkontakte and other sites that I don’t visit for various reasons.

Use the Google search API and make your own search that will filter out what you don't need.
In general, the simplest option: it is better to use prepared search queries in the form of links, where "minus" words or sites that need to be excluded are added.
