How do I pair 2 EC2 Mongo + Web Server instances in AWS?

There are 2 EC2 c3.xlarge on one I want to host MongoDB on another Webserver(Apache+PHP).
How can I run a Webserver instance with a MongoDB instance in AWS with minimal latency?
I understand that in AWS this can be done as if the instances are in the local network, which means that the delays are minimal, or am I mistaken?
Tell me which services with ambiguous names to click on and what to configure in them for one and the second instance, and most importantly, how then will one instance see the other, by what ip?
In other words, how to make the instance with MongoDB not open to the world, but at the same time the instance with the web server can see it?

no need to click anything, you need to select one availability zone when creating instances and everything will be nearby, that is, for example, east-1a
