How do I link a mailing list subscriber group and a subscription campaign?

There is a mailing service in Bitrix in the "service" tab, where I can "create an issue", specify which group of subscribers to send the mailing list and just send letters.

But there is also a mailing service in the "marketing" fold. I can't find subscribers there, there are only user groups .. And the service is convenient in that it collects statistics on views and clicks. How to set up a mailing list in "marketing" through subscribers to mailing lists from the "service"?
